[Expired on 4/17/23] Presidential Directive 22: COVID-19 Mitigation Measures and Guidelines

This Directive details ongoing requirements for COVID-19 mitigation measures.
II. SCOPE
Unless stated otherwise, this Directive applies to all members of the University community, including faculty, staff, students, volunteers, contractors, vendors, guests and visitors, when engaged in University academic, business or co-curricular programs and activities, whether on or off-campus. University auxiliary organizations are responsible for applying similar practices to their respective programs and activities.
III. DEFINITIONS
Face covering: A surgical mask, a medical procedure mask, a respirator worn voluntarily, or a tightly woven fabric or non-woven material of at least two layers (i.e., fabrics that do not let light pass through when held up to a light source) that completely covers the nose and mouth and is secured to the head with ties, ear loops, or elastic bands that go behind the head. If gaiters are worn, they shall have two layers of fabric or be folded to make two layers. A face covering is a solid piece of material without slits, visible holes, or punctures, and must fit snugly over the nose, mouth, and chin with no large gaps on the outside of the face. A face covering does not include a scarf, ski mask, balaclava, bandana, turtleneck, collar, or single layer of fabric.
This definition includes clear face coverings or cloth face coverings with a clear plastic panel that, despite the non-cloth material allowing light to pass through, otherwise meet this definition and which may be used to facilitate communication with people who are deaf or hard-of-hearing or others who need to see a speaker’s mouth or facial expressions to understand speech or sign language respectively.
IV. IMPLEMENTATION
A. Face Coverings. The University requires that face coverings be worn in limited circumstances based on guidance from the California Department of Public Health and/or Cal/OSHA, which include:
- When in self-isolation or self-quarantine
- In the event of multiple COVID-19 infections or a major outbreak
- When utilizing employer-provided transportation
- When working in Student Wellness and/or the University Police Department
- When required to do so by orders from CDPH
Those who wish to wear face coverings regardless of vaccination status outside of the limited circumstances above are free to do so without fear of retaliation.
B. Case Reporting. Any member of the University community who tests positive for COVID-19 or becomes aware that they may have been in close contact with someone who either has tested positive for or is suspected to have COVID-19 is strongly encouraged to report the positive result or exposure using the COVID-19 Self-Reporting Form on the Titans Return website.
C. Isolation and Quarantine. All members of the University community must comply with any directive from a University or health care provider requiring them to isolate (if they are experiencing symptoms or test positive) and/or quarantine (if they are exposed to someone who has tested positive or is suspected to be infected).
D. Health Screening. Prior to arriving on any University property or participating in any University-related activity, members of the University community must conduct a personal health screening and self-monitor for COVID-19 related symptoms. Those experiencing COVID-19 related symptoms may not come to any University property or participate in any University-related activity. In addition, campus community members who develop COVID-19 related symptoms while on University property or participating in any University-related activity must leave campus or remove themselves from a University-related activity.
V. ACCOUNTIBILITY
Any faculty, staff, student or volunteer who (a) discriminates, harasses or retaliates against a member of the University community for wearing or not wearing a face covering or (b) fails to adhere to the mitigation measures noted above is in violation of this Directive and is subject to disciplinary action under University policies and/or applicable collective bargaining agreements. If a contractor, vendor or visitor (a) discriminates, harasses or retaliates against a member of the University community for wearing or not wearing a face covering or (b) fails to comply, they may be barred from University-owned or leased property and have their business relationship with the University suspended or terminated.
